fa مکان‌یابی بیمارستان‌ها با استفاده از مدلی چندهدفه با در نظر گرفتن معیار عدالت شهروندی مدیریت تسهیلات (فیزیکی ، تاسیساتی و تجهیزاتی ) در بیمارستان مدیریت تسهیلات (فیزیکی ، تاسیساتی و تجهیزاتی ) در بیمارستان مقاله ی اصیل Original Article <strong><span style="font-family:b roya;"><span style="font-size:11.5pt;">زمینه و هدف:</span></span></strong> <span style="font-family:b roya;"><span style="font-size:11.5pt;">امروزه یکی از مهم‌ترین مسائل درزمینه مکان‌یابی بیمارستان‌ها، در نظر گرفتن عدالت است؛ هدف از این پژوهش ارائه مدلی چندهدفه جهت مکان‌یابی عادلانه بیمارستان‌ها بود که بتواند هزینه‌ را نیز درنظر بگیرد و برای احداث بیمارستان‌ها در آینده، استفاده شود.</span></span><br> <strong><span style="font-family:b roya;"><span style="font-size:11.5pt;">مواد و روش‌ها:</span></span></strong><span style="font-family:b roya;"><span style="font-size:11.5pt;"> این پژوهش مطالعه‌ای تحلیلی-توصیفی بود که در شهر رشت به‌منظور تعیین مکان‌های عادلانه برای احداث بیمارستان انجام گرفت. به این منظور، پس از بررسی مطالعات انجام گرفته مدلی سه‌هدفه شامل اهداف میانه (حداقل هزینه)، عدالت (حداقل حسادت) و بار کاری عادلانه ارائه گردید و به کمک تکنیک مجموع وزنی که در آن با توجه به اهمیت اهداف به آن&shy;ها وزن داده می&shy;شود و با استفاده از داده‌های واقعی شهر رشت که از شهرداری، اداره آمار و نقشه&shy;های هوایی گردآوری شدند، بهترین مکان&shy;ها جهت احداث بیمارستان در این شهر پس از حل مدل با نرم&shy;افزار </span></span><span dir="LTR">GAMS 24.1.2</span><span style="font-family:b roya;"><span style="font-size:11.5pt;"> مشخص گردید.</span></span><br> <strong><span style="font-family:b roya;"><span style="font-size:11.5pt;">نتایج:</span></span></strong><span style="font-family:b roya;"><span style="font-size:11.5pt;"> این پژوهش به تصمیم‌گیرندگان کمک می‌کند تا در تصمیم خود مبنی بر انتخاب بهترین مکان‌ها برای احداث بیمارستان، علاوه بر هزینه، عدالت را نیز درنظر بگیرند؛ برقراری عدالت شهروندی و افزایش کارایی بیمارستان‌ها در کنار درنظر گرفتن ملاحظات هزینه‌ای، از مهم‌ترین دستاوردهای این پژوهش برای تصمیم‌گیرندگان در حوزه سلامت است.</span></span><br> <strong><span style="font-family:b roya;"><span style="font-size:11.5pt;">نتیجه‌گیری:</span></span></strong><span style="font-family:b roya;"><span style="font-size:11.5pt;"> اگر به معیار عدالت در مکان‌یابی بیمارستان‌ها توجه نشود، نتایج می‌تواند بسیار ناعادلانه باشد. مطالعه موردی صورت گرفته مؤید کارکرد مطلوب مدل پیشنهادی در مکان‌یابی بیمارستان‌های شهر رشت با توجه به معیار عدالت شهروندی بود. نتایج می‌تواند به‌عنوان مبنای مناسبی برای تصمیم‌گیری در اختیار مدیران قرار گیرد.</span></span> <p><strong>Background:</strong> Today, one of the most important issues in hospital site selection is to consider the equity. This study aimed to provide a multi-objective model for fair Hospital site selection considering cost and use for hospitals construction in the future.<br> <strong>Materials and Methods</strong>: This study was an analytical-descriptive one conducted to determine the best locations for hospitals construction with respect to criteria of equity in Rasht city. For this purpose, after literature review, a three-objective model consist of p-median, p-envy and equitable loads objects was proposed; and the Rasht city was analyzed by model using the real data. In order to achieve the results and comparisons, the total weighting technique from the multi-objective decision-making techniques was used and solved with GAMS 24.1.1 software.<br> <strong>Results: </strong>This research can assist the decision-makers to consider the equity criteria to Hospital site selection in addition to the costs. Citizenship equity establishment and increasing in hospitals efficiency along with cost considerations can be regarded as the major achievements of this research for decision-makers in the health field.<br> <strong>Conclusion: </strong>Lack of proper attention to equity criteria hospital site selection, the results can be very unfair and can lead to irreparable consequences. This case study indicated the desirable function of the proposed model in hospital site selection with respect to the citizenship equity criteria in Rasht city.
