fa بررسی رعایت و کاربرد استانداردهای ایمنی و بهداشت حرفه‌ای با استفاده از ماتریس ارزیابی عوامل داخلی و خارجی (SWOT) عمومى General پژوهشي Research <p></p> <p><b>مقدمه: </b>در عرصه رقابتی بازار کنونی تنها سازمان‌ها و صنایعی به موفقیت دست خواهند یافت که در کلیه زمینه های خدماتی خود از استانداردهای مرتبط و متناسب با نوع و ماهیت کار خود پیروی نموده و خود را هرچه بیش‌تر در جهت تحقق اهداف استانداردهای مورد نظر قرار دهند. با رشد روزافزون تکنولوژی و ماشینی شدن، هر روزه شاهد آمار بالای حوادث صنعتی و اتلاف سرمایه های انسانی و مادی  در کشور هستیم. لذا نیاز به استانداردهای ایمنی و بهداشت حرفه ای بیش از پیش احساس می شود و چنان‌چه سازمان‌ها از حدود مشخص شده تجاوز نمایند، مشکلاتی بی‏شمار و در نهایت ضرر و زیان جبران ناپذیری برای سازمان خود رقم خواهند زد.</p> <p><b>روش کار: </b>در این مطالعه با استفاده از یکی از ابزارهای مدیریت استراتژیک به نام SWOT  ، نقاط ضعف، قوت، فرصت‌ها و تهدیدها در یکی از صنایع مونتاژ قطعات خودرو ایران به منظور کنترل عملکرد این سازمان در رعایت استانداردهای ایمنی و بهداشتی موجود در آن (OHSAS18001)، مورد ارزیابی قرار گرفت.  با مقایسه عملکرد شرکت در سال‌های 87 و 88 در زمینه به‌کارگیری و رعایت استاندارد ایمنی و بهداشتی موجود در شرکت مورد نظر و امتیازدهی وزن دار به نقاط ضعف، قوت، تهدیدها و فرصت‌ها با استفاده از ماتریس عوامل داخلی(ضعف و قوت) و خارجی(فرصت و تهدید)، میزان اهمیت هر عامل در  پیاده سازی و اجرای این استاندارد در شرکت مورد نظر ، تعیین گردید.</p> <p><b>یافته ها: </b>با تمرکز بر نقاط ضعف و قوت، فرصت‌ها و تهدیدها راهکارهایی جهت بهبود اجرای استانداردOHSAS18001  صورت گرفت. بر اساس بیش‌ترین امتیازهای وزن دار تعیین شده، مهم‌ترین نقاط ضعف شناسایی شده عدم نظارت بر پیمانکاران، عدم تعهد مدیریت به اجرای OHSAS18001، عدم تلاش برای شناسایی خطرات ناشی از تغییرات و عدم نیازسنجی آموزشی، مهم‌ترین نقاط قوت شناسایی شده بودجه ی کافی شرکت در زمینه ایمنی و بهداشت، تلاشهای مستمر زیست محیطی، شناسایی خطر برای شرایط غیر عادی؛ مهمترین تهدیدات درخواست تحویل فوری سفارشات مشتریان، و مهمترین فرصت‌ها حمایت دولت از طرح‌های ایمنی و بهداشتی تعیین گردید.</p> <p><b>نتیجه گیری: </b>مجموع ستون امتیازات وزن دار در سال 87 برای عوامل خارجی (فرصت‌ها و تهدیدات) ، 2.16 و برای عوامل داخلی(نقاط ضعف و قوت) 1.66 حاصل گردید. هر دوی این ارقام از مقدار متوسط2.5 (حداقل مقدار قابل قبول)، کم‌تر بودند لذا شرکت در مورد اجرای این استاندارد دارای عملکرد ضعیفی در سال 87 بوده است و واکنش ضعیفی در استفاده از فرصت‌ها و به حداقل رساندن تهدیدات داشته است. در مورد عوامل داخلی، وضع از عوامل خارجی هم بدتر بوده و نقاط ضعف سازمان پررنگ تر از نقاط قوت بوده است. اما در سال88 ، به‌دلیل تغییرات ایجاد شده در ساختار سازمانی شرکت، اعداد ستون امتیاز وزن دار برای عوامل خارجی به 3.2 و برای عوامل داخلی به 3.64 افزایش یافت که حاکی از بهبود شرایط می باشد.</p> <p> <strong>Introduction:</strong> In today comparative markets, the organizations and companies will be success that adopt the standards related to their all works and services. By thechnalization and machinism, we are witnessed of higher rate of industrial accidents as well as economic losses in everyday activities. Therefore, the need for occupational safety and health standards is future required, otherwise, a serious losses will rise for those organizations, accordingly. </p><p><font color="#ffffff">.</font></p><p> <strong>Material and Method:</strong> IIn this study, the threats, opportunities, weaknesses and strengths were evaluated by one of the tools named SWOT, in one of the assembly industries company in Iran, in order to controlling the operations in this company considering to safety and health standard (OHSAS18001). A comparison of the company’s performance in implementing the safety and health standards was done between years 1387 and 1388 contain in the Company considered, and weighted scoring weaknesses, strengths, threats and opportunities using the matrix of internal factors (strengths and weaknesses) and external factors (treats and opportunities) then, the importance of each factor were determined in the company’s implementation and enforcement of those standards. </p><p><font color="#ffffff">.</font></p><p> <strong>Result:</strong> Focusing on the strengths and weaknesses, opportunities and threats, some strategies to improve the implementation were presented. Any points were weighted based on the most important weaknesses identified as the lack of monitoring contractors, lack of management commitment for implementation of OHSAS18001, no attempt to identify the risks of change, lack of training needs assessment, main strengths identified in the context of adequate budget health and safety, environmental efforts, identify risk for abnormal conditions, the most important threats for immediate delivery customer orders and the opportunity to support the safety and health plans, were determined. </p><p><font color="#ffffff">.</font></p><p> <strong>Conclusion:</strong> Sum of the weighted scores in year 87 were obtained for the external factors (opportunities and threats), 2.16 and internal factors (strengths and weaknesses) 1.66. Both of these scores were less than 2.5 (minimum amount of the acceptable rate) so, the company has been poor performance in the implementation of this standard for the year 87 and a weak reaction in the use of opportunities and the minimize threats has. In case of internal factors, it was worse than external one and the situation was more bold of the weaknesses companies to the strengths and of the organization. But, in the year 88, due to changes in the organizational structure of the company, the weighted score for external factors 3.2 and for the internal factors was 3.64, indicating an improvement in the companies conditions. </p> SWOT، ماتریس ارزیابی عوامل داخلی و خارجی، استاندارد OHSAS18001.
