other طراحی فرآیند تدوین و بازنگری بسته خدمات پایه سلامت ایران: یک مطالعه‌ ترکیبی Designing a Process for Developing and Revising a Basic Health Services Package in Iran: A Mixed Methods Study بهداشت عمومی Public Health پژوهشي Research زمینه و هدف: استفاده یک روش مناسب برای اولویت بندی و چگونگی تدوین بسته‌ خدمات پایه سلامت یک چالش جدی می‌باشد. این پژوهش با هدف طراحی فرایند تدوین بسته خدمات پایه سلامت در ایران انجام شد. روش کار: یک مطالعه ترکیبی از روش‌های کمی و کیفی انجام شد. بخش کیفی با استفاده از طریق 25 مصاحبه عمیق فردی و 2 جلسه بحث گروهی متمرکز  با صاحب‌نظران وزارت بهداشت، سازمان‌های بیمه‌گر و سازمان برنامه و بودجه انجام شد و بخش کمی، مطالعه‌ای توصیفی و مقطعی با 277 نفر از صاحب‌نظران و بوسیله پرسشنامه‌ای که روایی و پایایی آن تایید شده بود، انجام گردید. بخش کیفی با رویکرد تحلیل محتوا و بخش کمی با استفاده از نرم‌افزار SPSS23 تحلیل شد. نتایج: مراحل فرآیند تدوین بسته خدمات پایه سلامت شامل 4 مرحله تبیین لیست خدمات موجود در بسته خدمات پایه سلامت، استخراج معیارهای ورود خدمات به بسته خدمات، اولویت بندی معیارهای ورود خدمات به بسته، مقایسه خدمات با معیارهای اولویت‌دار می‌باشد. در پایان مرحله اولویت بندی، معیارهای بار بیماری‌ها، گروه‌های هدف و نیاز جامعه دارای بیشترین میانگین و به عنوان مهمترین معیارها شناخته شدند. نتیجه‌گیری: فرآیند طراحی شده در این مطالعه، شواهد علمی مورد نیاز را با تاکید بر ورود و تداوم خدماتی که دارای اولویت بالاتری می‌باشند و حذف خدماتی که در معیارها از اولویت کمتری برخوردار می‌باشند، در اختیار سیاستگذاران قرار می‌دهد.   Background and Aim: Using a proper method to prioritize and develop a basic health services package is a serious challenge. This study was conducted to design a process for developing and revising a basic health services package in Iran. Materials and Methods: A combined study of quantitative and qualitative methods was used in this study. The qualitative part was conducted through holding 25 in-depth individual interviews and two focus group discussions with experts from the Ministry of Health and Medical Education, Program and Budget Organization and insurance organizations, while the quantitative part was a descriptive cross-sectional study including 277 experts using a valid and reliable questionnaire.  Data analysis of the qualitative and quantitative parts was done using a content analysis and the SPSS-23 software, respectively.                                                                                                                              Results: The process of developing a basic health services package includes 4 steps, namely, explaining the list of services in the basic health services package, extracting the criteria for including services in the service package, prioritizing the criteria for including services in the package, and comparing services with priority criteria. In the prioritization stage, disease burden criteria, target groups and community needs were found to have the highest means and recognized as the most important criteria.
