In order to reflect on some ethical improprieties which I had committed during the implementation phase of the Programme on School Improvement (PSI), I conducted an heuristic and management-oriented study. The PSI has been implemented in all government schools in Sri Lanka by 2010 and it is desired to confirm the quality improvement and sustainable development of the schools by devolution of decision-making power and the autonomy to the school. The key concept of the PSI is the school based management (SBM) and devolution has become the most prominent feature of public school management systems in most countries around the world. According to the presenter’s experience, there is a gap between expected and real situation of the implementation of the programme. The future success of SBM will be largely determined by the ethical consideration of the programme. The following is a rough and general points of some ethical principles which has been underpinning the school based management: Honesty, Objectivity, Integrity, Carefulness, Openness, Confidentiality, Responsible Mentoring, Strengthen child participation, mutual Respect, Social Responsibility, Non-Discrimination, Competence, Legality and Academic freedom and Respect for Intellectual Property. It also can be identified different aspects of the ethical consideration of the programme. There are the leadership, professionals, students, community relationship, teaching-learning process and the school culture. In examine the ethical consideration has an important effect on performance of the Programme and also revealed that the issues of the programme are the lack of professional qualities among school and administrative personnel and insufficient attention and awareness of the stakeholders. These findings suggested that the establishment of a separate institution for school professionals to making professional decisions, monitoring and evaluation of them and awareness of all stakeholders of the school. |
